Instead, she's saying the focus was on getting #1 hit singles. If you listen to 4 and compare it to IASF or B'Day, it's miles more cohesive. Listening to both B'Day and IASF I hear a lot of radio smashes, but not so much cohesive artistic content.

 But that's the thing, she's said the exact opposite about B'Day. She said she wasn't thinking about all the pressure of getting a hit single, deadlines or anything when she recorded it. She just had this burst of creativity and had fun. 
And IMO radio smashes and artistic songs need to be mutually exclusive.
