They're probably going to Y&I because of how well RITD did and how they're both rather similar. Y&I is the only non single that went top ten on iTunes, so that shows people are interested. She has already put out three of the best songs on the album, so she can't continue to put great, upbeat songs like Scheisse because then at the end, there will be nothing left. She and her team know what they're doing.

 I don't think many people in here think she shouldn't release You and I. I think they think it's not the best follow up to her FIRST single this era to have high performance + longevity (Yes, I'm aware of how Born This Way eventually held up, but it fell fast and then lingered in the top 20). 
I think more than anything, we have it right in this case. People who originally came to Gaga were captivated by her dance music. Now is just not the time to release her first ballad when she needs to create interest in her again. That is best done by her dance music. 
The phenomenon called Bad Romance was so popular was because the video was visually appealing, had a perfect blend of a plot and complete fashion randomness. Added to that, it had a dance that people could easily imitate at clubs, parties, etc,..
She needs a single where she can do that and do it in performances and such instead of sitting at a piano and singing about her "secret" boyfriend. 
However, I think You and I would make a great single after next. She'd be performing this song (again...) during the holiday season. They could discount the album and get those album sales.
