In all honesty, the German, while seemingly pointless, actually fits very well with the song. However, I must admit, it's actually a pretty difficult song for me to decode.
First of all, it was obviously inspired by the fact that she was in that German club the night she wrote the song. But beyond that, it fits in the with the theme of the song pretty well. The entire beginning of the song is her emphasizing her inclination to do whatever she's told.
I don't speak German, but I can if you like.
I'll take you out tonight, say whatever you like.
Put on a show tonight, do whatever you like.
From there, the majority of the song is spent declaring her desire to be an independent and powerful woman that doesn't have to listen to men. The German sort of serves as a link back to her subservience while providing a bit of a unique feel to the song.
It's funny, though. I do kind of question whether the German is included to emphasize the way she obeys what men want her to do, or if it's there to show that she is capable of dominating just like men.
The German lines are obviously fiercely delivered with complete confidence. It makes me almost think she's setting the song up to say that German is something she isn't supposed to speak, like it's the language of men. But she wishes she could speak it, just like she wishes she could be strong without permission and her own woman. The German is a symbol of her doing what she isn't, in the eyes of the dominant men, supposed to do, but she's willing to do it to empower women.
Eh, regardless, I think it's a really fun song with some interesting depth to it. I think the fake German is perfectly well-suited for the idea and feel of the song, though.
