Only 13 media publications that are credited on Metacritic even bothered to review The Fame and The Fame Monster thus their high scores. Born This Way will likely get 20-30 reviews that count towards the site so it wouldn't be bizarre to expect a lower meta score since you have more people who may give it a lower score. As to where this lands on her album scale, I think it's her worst album personally so it wouldn't shock me that much to see that reflected in the reviews.
