Of course Madonna is progressive. She was always evolving her image and music. MJ shaped his music to the current trends while keeping some aspects of his old style.

If you listen to her debut, Erotica, Bedtime Stories, Ray of Light, and Music, you can't honestly say there isn't any progression. They are all drastically different. Her recent stuff is different however.
