I think it depends on what your referring to? There's no way in hell that Gaga will reach a higher level of superstardom and cultural relevance than she already has. It's just not possible.

This My friends will say "she looks so trashy when she jumped in the crowd last summer" or "What the **** are those horns?!!!" or "I see her in a dress with just tape over her nipples" and to me it's just no big deal :P
The clothes are fun, and the possibilities are endless when it comes to fashion (could anyone have predicted the Meat Dress?). But she needs to learn that upping the ante every single time is impossible. Sometimes it's more surprising to tone it down a bit, and then suddenly go all out again. Keep people on their toes.
But it should come second to the music, and currently that's not the case.
Even if i like the song i dont found the BR video that groundbreaking. To me Alejandro is better and that's one of songs that made me obsess with her even more. I dont know why people hate that video.
She hasnt peak yet. I Think Born This Way is going to be her Timeless album. The Fame Monster was like her Off The Wall and this is going to be her Thriller and after she will not match this kind of success again.

I refuse to believe that she has reached her peak musically. While TFM was really good, there is so much room for improvement it's not even funny. If she somehow fails to succeed it, then she sucks.
Gaga has always been about the merger between fashion(outlandish clothing) and music. Something she has not changed from the moment she stepped into the scene. Coming at her from that angle...

She hasn't really worn anything shocking since the meat dress, if I recall. The only thing I would say was "upping the ante" was the egg/vessel, but even that had some purpose to it. But for the most part, she's been wearing nearly nothing or just a bunch of black clothes.

You keep saying this, yet you have heard only one song off of her new album, which many have said is not one of the stand out tracks. In addition, it has been extremely well received critically and about as well received commercial as is possible with the subject matter. You say she shouldn't have released it as the first single, but maybe at some point she decided releasing that song was more important than immediately putting out her biggest hits. Just stop, you have heard but a tiny fraction of what everyone else whos heard more seems to love.
Paparazzi and BR were what represented the shift into her ascribing deeper meanings to her songs/videos (although she's been waxing poetic about the philosophical nature of fame in interviews from before JD, that element to her persona has always been there), and those two singles are what really expanded her fanbase, IMO.
If we're talking about musically, the subpar singles since then have been Telephone and BTW (compared to the rest of her singles, that is, I do like BTW). That seems like a lot since there have only been three singles since BR, but it's not like the rest of TFM was subpar, and she's rather hammered on the point that BTW isn't musically like the rest of the album.
I'm not really concerned about the music, and if the concern is her persona overshadowing the music... I mean, the persona has always been there and only became more exaggerated (if anything) at her peak singles (so far) -- Paparazzi/BR.

There's definitely lots of imagery and story-telling driving her singles these days.
Everything has a meaning and reflects about her or what she wants to actively speak about with her music.
The end of TFM was off, and for the above change she went about things. I think musically Bad Romance is her pinnacle.
I exclude BTW b/c to me it seems more that she destined and wanted to realise that song - which wasn't a bad choice.
The best thing so far this era hasn't been the music or the videos. It's been her walking on a runway.
Which says 2 things:
-The music / videos weren't as strong as they needed to be.
- Like I've said countless times, she is a STAR. All she needs to do is walk next to other girls and she renders them obsolete. She doesn't even need all that other superfluous stuff. If her music is strong, there will be no stopping her and she will kill the competition. But her priorities seem out of order at the moment.

Gaga is living her words right now. Though she is right in her Google interview. My friends are like 'what is she wearing?' And I'm like 'um...clothes?" The point is I, and so do they, remember all that she wore. People will remember 'that one time Gaga wore meat to the VMAs.' I fail to see how her involvement with her fashion, which has been there for years, is taking away her music. They go hand in hand. This is the most honest bit to Gaga. When she was inspired by tabloid fame, she was bubbly. When she was inspired by death, she looked old and strange. She may be concerned with getting the reaction out of people, but I don't see how it is negatively impacting her music. We haven't even heard Born This Way yet, and so far the remixes we have heard >>>> Fame Monster. The reviews we have, like for Edge of Glory, do paint a pretty picture. We'll have to see though
But yes, I like hearing that's she peaked A lot of us, including myself, though Born This Way will flop. Now I am 110% sure Born This Way (album) will exceed criticial and commercial success
The bottom line is that it's impossible to say if BR was her peak only 1 1/2 year after its release. Yes, it was probably one of the biggest song/video of a long time, so that's why it's so hard in our head to imagine something better.
Yet, many thought she would never top Poker Face after the huge success it had and she did.
Give her at least 2-3 other years before already saying she has peaked. You can't have this retrospective in such a small period of time.

The Paparazzi performance at the VMA's is when you knew she was going to be around for a long time. I don't know what it was about it but I could feel like something big was happening, and it's true: I feel like a lot of people started to REALLY like her after that performance.
