Not always. They planned to release 3 singles in the Rated R era. Of course, they expected the singles to do much better and have more longevity. They knew Russian Roulette wouldn't smash fastly, but expected it to be somewhat of a "sleeper" hit, becoming a huge smash later in November and December. They also expected much more from Hard. Rude Boy wasn't meant to be the third single, in fact it was Ri's mannager who decided to go with it and asked Def Jam for a low budget for the music video. If everything had happened as they expected, the era should've ended there (in June, with three singles). After the Rude Boy success, Def Jam decided to release another single to push up the sales a bit (releasing the Remix album later too). The 4th single choice was a total mess between the label and Rihanna herself. The label wanted Te Amo but Rihanna fought to get R101 released, and well, she won. It was the wrongest decision ever - even though I like R101 more than Te Amo.
