It's safe to say it's underperforming at this point, it's not regaining the ground it should. But you can't call it a buzz single after it did what it did first week. Buzz single titles are reserved for true flop singles Go Girl, WooHoo, Louboutins, etc. that literally did next to nothing.

HIAM will hit 1.5 million in the US at least.

I certainly agree with that.

The industry is just so different than it was when Britney started and I don't think she and her team have done a great job of adapting to a lot of changes. For one, when Britney started nobody really used the Internet as a way of connecting with fans, and as social media a came to prominence in the later 00s I think Britney and her team got left behind and didn't worry about creating a presence for her online when they really needed to. And secondarily, thanks to social media but also I think it's just a larger social movement, artists have never before had such close contact with their fans. People like Gaga completed understand the power of making that close connection with fans and they use it to their advantage by hyping up projects that won't be released for another year. Britney comes from an era where it was possible to release an album without sending the fans continual progress updates or self promotion. The label was in charge of pushing the product, and I don't think they realize that in 2011 Britney is expected to play saleswoman and spread word about her work the way more tech savvy stars of the past couple years do.
