Although I have heard there is certifications and they're double US ones. For example 2 million = platinum. So if this were the case then Capitol would be saying it sold 10 million

Nope. I don't understand at all, because it hasn't sold 5 million. The only thing that makes sense is that it has 5 total Platinum certs., but I think it has more than that.
All lables lie to themselves. Rated R was certified platinum and didn't reach the million mark till half a year later.
Your example doesn't fit. Labels do that when they've shipped enough for that amount in time. Def Jam thought "Rude Boy" would propel the album to Platinum, but we saw it didn't do much. Taylor for example certified 3x platinum, but has sold 2.1 million..because they know and expect her to reach it soon.
It has sold between 2.8 and 3 million so far.
