Illegal downloading has been going on since like 2000, though. After all of said artists put their albums out.

The Best Damn Thing 5.2 + 8.4 = 13.6

TOTAL = 52.1

And those were sales from the beginning of 2008, so she probably sold a bit more.

I understand that singles were more expensive back in the day, but you can't take away from the fact that even though they are like $1.29 or whatever nowadays that mostly everyone who listens to music gets it for free. To sell that much, at a cheap price or not in this current industry decline, is a big deal.
