Kinda. High-culture is not popular (Well, at least not as much as the Pop Culture.)

Elite, ofcourse, not as in royalty and so. It means that they listen to less popular and catchy music, and more to classical musics / songs that actually mean something.
Alicia Keys is a great example. Her main genre is R&B, and her music talks about "important" things in life, about love, dreams, hope... These are all part of the High-Culture.
Alicia Key's only successful singles are the one that has the mainstream touch in them. That's why her albums sell a lot, because the high culture people listen to her album as one and not to the single as one, so it doesn't determine whether they are going to buy the album based on the first single. Ofcourse, it would help Alicia sell a bit more if the first single is successful, but you got my point. Her fan base is stable.
Pop music mainly appeals to young listeners , who tend to change they minds from now and then. While the more grown and mature people, who are part of the High-Culture, doesn't change their opinions that much and will stay loyal to their favorite.
