Your examples are weak
"Winner" is a pretty moderate hit right now, giving Jamie's new album a lot of buzz, and NBA Finals theme song. "Rehab" was a moderate hit for the 7th single from an overdone album, by the point of it's release. "Love Dealer" was just released a couple weeks ago, and is sung by a relatively unknown artist but is progressing on radio as we speak.
And actually all the singles he has been featured in have been Top 5/Top 10/Top 20, except "Signs", peaked at #46, but was a worldwide hit going #1 in Australia and Top 5 in many other countries.
Not saying this to support JT makes songs become hits, but it's incorrect to say he hasn't.
