I think on her biggest hits list, "3" was like Top 3. The fact a song that forgotten and not that big of a hit to begin with can be Top 3.

I know you're young but look up the way the Hot 100 was tabulated in the early 2000s and what Britney's single releases looked like. Most of her singles up until ITZ were not released for purchase. Then "Toxic" didn't have its iTunes sales counted towards the Hot 100 because digital sales weren't a Hot 100 component yet. Tons of iconic, super-remembered smash hits from the 90s and early 00s didn't have very impressive Hot 100 runs.
