She's obviously made a conscious choice to keep everything as "pure" and "basic" as she can.

Then explain ARTPOP. She was clearly lost that entire era. Started out good but she had no idea where to go after Applause. G.U.Y. video was good but the representation of a pop star who's a shell of her former self.
You can even go back before that though. My belief that everything up to Bad Romance she had very little input in, ideas came solely from her team/directors, etc. Telephone was the first time she had some input and it was a bit messy, Alejandro same. BTW video took it even further, then Boomkack took the reigns for Judas, and then Gaga's ego came out for TEOG, where she fired her director halfway through (disaster) and Y&I, where she fired her choreographer halfway through (inconsistent/too complex), before she had her directorial "debut" for the mess that is MTN.
Joanne is simple because Gaga a) doesn't want to do choreography, b) is out of ideas, and c) doesn't care to put in the effort. It's hard to believe this is the same girl who once put together an entire tour in a month and revamped it completely just months after that, while touring every night
