Not to mention, what else is he supposed to say? The White House has already made it clear that they know Russia meddled in the election and their will be retaliation (likely not public).
There's no evidence that the Trump camp was in cahoots with Russia and Obama certainly doesn't have the power to dismiss or counter the election results because of Russia's involvement. Ultimately, Russia wants to be a disrupter without paying the consequences so the best action to take is to retaliate without playing up the impact that Russia had on the election.
