It's not one specific make up or hair color that makes her look better or worse all the time, it's how they are executed and balanced.
When she is blonde she needs to have a lighter base and not make her roots and eyebrows so dark noticeable like this...
Or just flat out one color which looks flat

It works best like this...all the colors working well together to compliment her face and highlight certain parts
I agree that the black hair is overrated, her best color since she always has darker eyebrows is a darker base and some highlights on the top layers to bring out her face.
