She will never outsell them because the sales decline. But she's a more important figure than both of them combined, she also has the double of impact than both of them.
I must say musically she hasn't passed them, buy as a whole she's a lot bigger now. Overall she's above.
Secondly, it is not fair to compare where Whitney and Mariah were 20 years into their careers to where Beyoncé is, then proceed to lump her solo and group career into one. And again, with all that said, she still hasn't surpassed either.
Do you understand Beyoncé was not JUST a member of Destiny's Child??? She was the frontwoman and LEAD singer. She literally sang 90% of the vocals in Destiny's Child's first two albums. She kept singing lead even in Survivor and DF, giving Kelly and Michelle the occasional verse/bridge. Furthermore, two/three members were replaced/removed and it didn't hurt at all Destiny's Child. What's even more important, Destiny's Child's iconic quick, stacatto style was created by Beyoncé (which she carried on later into her music).
It is not only fair but a no-brainer to add Destiny's Child stats to her solo stats. She didn't start in 2003 as a solo artist; she started in 1997 with Destiny's Child, a female group centered around her/her voice/her style. Only people who really want to diminish Beyoncé's accomplishments to make their own faves look better would suggest not taking into account DC stats.
It really amazes me how uneducated some of the ATRL users are about the legacy Whitney has established and accomplished. Bey is doing very well for herself. But she'll never reach what Whitney has done, did, and will forever continue to do (May she R.I.P.) When BEY has a moment like this, then we can talk, okay? The receipts are endless for Whitney. Not just sales, not just awards, not just acclaim, not just movies, but her INFLUENCE. To dare say she only was big in the 80's is outrageous. Just 1991-1994 alone, she eclipsed many of what some achieved in the 90s. From The Super Bowl to The Bodyguard, let's not forget. She'll forever be in the annals of History.
Just a recap of 1993-1994 alone is BIGGER than anything Bey will ever hope to achieve. Shall we have a trip down memory lane? I think so. ENJOY and be EDUCATED.

For her to be a more important figure than them, that would mean her accomplishments and contributions would have to be worth more than theirs. They aren't. Whitney Houston was instrumental in breaking down barriers for women and black artists to allow Beyonce to even have the kind of career she does. How can Beyonce be a more important figure than a woman/women who set precedence for her?
Both women are far more vocally and musically influential than Beyonce. They're literally the standards of great pop singing. Whitney ushered in a new era of great singing, both with her vocal and musical stylings. Mariah's been integral to the fusion of pop melody and hip-hop beats as one of the prominent popular music sounds. There is nothing Beyonce has done that has topped any of this.

Beyoncé being the lead vocalist of Destiny's Child does not negate the fact that Destiny's Child and Beyonce's solo career aren't the same. Billboard knows this, which is why they are considered two separate acts. Destiny's Child was still marketed as a group, not a solo act, despite Beyoncé being the lead.
Beyonce's solo success was partially made possible by the foundation that was laid with Deatiny's Child. And even though she went to greater heights as a solo artist, she still had a foundation that helped her achieve solo success with Dangerously in Love. Whitney or Mariah didn't have that. They started out as solo artists, whereas Beyoncé started as a member of a group. The fact that you even have to include her work with Destiny's Child just to give her a fighting chance against Mariah and Whitney proves she has not surpassed them. Notice people don't include MJ's Jackson 5 work when discussing his solo career. That's because they don't have to. And you Beyoncé fans don't have to add her work with Destiny's Child with her solo success just to make her look better than she is. Her solo success and impact is good enough, just not better than Mariah or Whitney's.
She's Just like a more famous and acclaimed jlo"fame." Beyonce does not have iconic music like Whitney, Mariah or Madonna. Hell even Janet has better timeless songs. Beyonce's music gets dated quick.
Beyoncé has made her name for herself just like them without a doubt she's not going replace them but she's in the lane just like them now ... lets be honest although Mariah and Whitney influenced people to sing and Mariah is talent af ... what risk has she talking both Mariah and Whitney are safe as hell ( which Beyoncé learned from Janet and Madonna not to be ) but also learned from they mistakes to . She legit is the student of these artist she's like a student that learned from all the greats put into one
BUT it will never be another Mariah , Whitney or Janet , Madonna and best believe it will NEVER be another Beyoncé
The real question is will Beyoncé have the biggest legacy of them all and I say without a doubt yes

Y'all just be talking.
As I said Whitney and Mariah have a bigger music career than her.
But Beyoncé as a brand is 2 or 3 times bigger than them. She's way more powerful than they ever were, she's also more acclaimed and more talented as a performer.
Whitney has the better voice,.but Beyoncé as a performer is way better.
She will never outsell them because the sales decline. But she's a more important figure than both of them combined, she also has the double of impact than both of them.

Okay so Bey gets a pass for not selling many records because the sales climate is declining, but you guys constantly use her touring receipts to belittle Whitney and Mariah as if pop stars were easily grossing $200M back in the 80's/90's
Beyonce doubling Whitney and Mariah's impact? What cultural impact does Bey even have asides from the surprise release?
No she hasn't. But she doesn't need to, in the same way mariah didn't need to surpass whitney. It's called passing on the baton, hopefully mimi & bey will have a duet just like mimi & whitney had one
Whitney will always be the voice and the bodyguard cemented her place and legacy.
Bey has been a bigger star then Mariah is for the last 16 years. Take from that what you want.
In terms of and impact. It's def bey and Madonna.
Madonna? Hunny Madge doesn't even compare to mimi... billboard already decided she was bigger in 2009. In terms of impact only one of them is charting on billboard right now, only one them has had two hits of the century.
According to Nielsen SoundScan, Carey is the clear winner by a wide margin, actually topping the total album sales - again, since 1991 - of Madonna and Houston combined. Carey's sum stands at 51,833,000.

I somewhat agree but beyonce doesn't have a hit like we belong together or One sweet day let alone AIWFCIY yet

Yet Crazy In Love is the one that is listed on RS best 500 songs of all time. You can't go to a wedding without someone breaking out into single ladies. Somehow your post doesn't add up.

If Beyoncé was more successful than Mariah Carey (worldwide) for the past 16 years - as being claimed today - then it means, Beyoncé started her solo career in the year 2000?
I mean Mariah's 1999 released Rainbow album spawned two number one hits and sold 8 million units. Now some will say that the album is a flop or sth, but it was her 9th album release at the time (NINTH).
In 2001 Mariah released the flop of our lifetimes and generation, Glitter. The album sold close to a million units in the Asia tho.
Then she also released that copy and paste compilation, the Greatest Hits - her 2nd compilation album, which has sold an estimated 4,2 million units worldwide according to various sources. Which lifts the '## of sales of her 2001 material to 6,7 million units.
2002's Charmbracelet album, her 12th overall release and 8th studio album (in 12 years) sold an estimated 3,2 million units and is also deemed a MAJOR flop. Like Glitter, the album banked a million units in Asia and actually sold 1,2 million copies according to soundscan. A healthy number for some newcomers, but a HUGE disappointment for Carey.
In 2003 She would then embark on her first worldwide tour, which is estimated to have grossed over $60 million.
In 2005 Mariah came back and in the Beyoncé era, y'all. She sold more than 6,1 mllion copies according to soundscan of that release in the United States alone, once again cleared a million units in Asia and for the first time since Rainbow also sold in excess of 1 million units in Europe again. The album has sold 10 million units according to Universal - and up to 9,3 million copies according to various other sources. It was the 2nd best selling album and best selling album by a solo and female artist during 2005, selling 7,7 million units according to the international federation of the phonigraphic industry.
The little album spawned several legendary singles.
1) We Belong Together - the 14 weeks running #1 single - song of the decade - biggest radio airplay single of all times - 2nd biggest radio airplay single by a solo artist.
2) Shake It Off broke down 200 million audience impressions making her the only artist to achieve back to back 200m mediabse monitored singles (to this day)
3) Making her one of only a few overall artist to simultaneously occupy the #1 and #2 positions on the H100 with solo singles...
4) DFAU / AIWFCIY: giving Carey the #1 and #2 positions on Itunes and the Hot digital songs chart in the same tracking week - unprecedented until today.
She would then go on her biggest American tour in 2006 and pause in 2007.
In 2008 Carey came back - now we are 5 years into the Beyoncé era, selling 463,000 copies of her then smash album E=MC˛ in the first week, obtaining her 18th #1 single - surpassing the Beatles (18 years after her debut). The album went on to sell 1,3m units according to soundscan in the United States and 2,5 million units to this very day. A HUGE let down for her coming from Emancipation and yet a healthy number for anybody who's not a legend. Keep in mind this was her 10th studio album.
She then started 2009 by releasing her 3rd major compilation album - called the Ballads. It debuted at #10 on the BB200 and sold an estimated 220,000 copies in the UK. With global sales estimated at 800,000 units sold, it set her further apart from the youngan generation.
She would then release her 12th studio album in September of 2009, Memoirs, which spawned yet another top 10 single (19 years after her debut). Obsessed became her 27th American Top 10 single. Memoirs, however another flop for her standards, sold 550,000 copies according to soundscan and an estimated 1,1 million units worldwide to date.
She would celebrate the release by embarking on an American theatre tour which also saw her perform at Staples Center and Madison Square Garden.
Revitalized by the warm reception of precious and rejuvinated by her pregnancy, Mariah released a second christms set in 2010 which didn't slow her down. Her 13th studio album sold over 530,000 units according to soundscan, but bombed horribly worldwide.
In 2012/13 Carey returned to music after having her twins with a brief Australian Tour in January, playing for over 30,000 people on three dates. She would announce a final release date for her 14th studio album and starred in American Idol for $18 million dollars.
Her 14th (!!) studio album was launched with a new single, called #beautiful. The song went on to scan more than 1,2 million copies according to soundscan, but only peaked at #15 on the H100. International reception saw it certified in markets such as UK, Australia, Denmark and New Zealand.
Due to an injury she postponed the album to 2014 - eventually releasing it 1 year after the debut single was released. Amidst her 2nd divorce the album came out to essentially no promotion and sold 130,000 copies according to soundscan to this very day.
Further personal engagements and problems dealing with her divorce made her question her desire to keep the limelight going. Forced by Universal to embark on an Asian Tour, turned things around yet again as she played the biggest venues during her career in China, Korea, Japan and Malaysia.
Now under new management, Carey decided that money lies within touring and so she agreed to do a Vegas residency, accompanied by an updated version of the 3rd best selling hits compilation by a female artist of all times (#1's --> #1 to Infinity). She embarked in her first EU Tour since 2003 and even hit some stages in North America, Africa and South America.
And... that brings us to the present:
