The songs he uses are the Top 25 in the Year-End Hot 100 typically, he uses factual data and chart positions to pick the songs. That's what he has always done, I don't know why people are trash talking him because of it.
This one uses more songs not just based on how they fared on the year-end charts including a few Beyonce songs:

That only proves they care about starting a streaming business. Not that they care about their songs being streamed by the most people. Logic is your friend here.
Formation is not on Spotify and Apple Music. It's video is also still private on YouTube. I don't know how much more obvious it could be that she doesn't care about streaming success to any significant degree.
