As far as early-game normal birds go... she's not the worst I suppose. She at least had the anime exposure to boost her, cus she wasn't doing that by herself. The concept is... well they tried a little I guess, and her evolution looks quite cool. Idk, she's bland and I'm not trying to stretch this paragraph out anymore.
Apparently she and Wingull have the same stats just switching attack and special attack. Interesting concept for sure, not sure why they didn't follow through with their evolutions.
