For Mariah speaks the fact that she is the best selling overall non-asian recording artist in Asia and the 5th best selling female recording artist in Europe, furthermore being the third best selling overall female recording artist in the United States (#1 even if we'd only count 1990-today).
Mariah has also sold 4,7 million albums in Latin and South America. I don't know how much J.Lo sold there, but I assume it is less than 10 million.
Since Jennifer only sold 1/5 of what Mariah did in North America, Europe and Asia, i assume that those facts put Mariah in front (by around 5times the career of J.Lo).
On an impact level... Mariah's songs are casting show fodder, being covered or sung uncountable times. Mariah is the one out of the two who is constantly covered and used as an idol by famous other girls to mold their careers after.
Mariah's music is also professionally covered by acts such as Michael Bublé, My Chemical Romance, Shania Twain, some X Factor alumns and current pop stars such as Ariana Grandé, Rihanna and legends such as Aretha Franklin - who can forget her version of Touch my Body?
Mariah may be hated today, but she was once on top and her peak - as i said - would need J.Lo to dublicate her career 5 times in order to equal Mariah.
