iTunes banners are more comparable to Spotify banners/ads that advertise a new album. Banners just make people aware that they have new music out, but people still need to click the banner/ad and be willing make a purchase/stream
Whereas with Spotify playlist payola, people will just blindly play those playlists, and it will count as a stream for all the songs on the playlist, regardless if care for the song or not, much like radio really
