They can't. It's unconstitutional. Why do yall think the confederacy was never recognized by any other country (well 1 minor country) when they seceded. It is still debated by historians/constitutional lawyers whether based on the constitution they actually seceded or not. In order for it to happen there would have to be a constitutional amendment.
