 There are a few reasons why people voted no on the use of condoms. For one, testing in **** studios is very up to date. The last outbreak was 12 years ago, and the most famous recent case happened in 2008 - a gay **** star had HIV, but he used a condom anyways so it was a moot point. 
Secondly, the condom proposition was an absolute mess. It made it so that **** watchers were the ones who were the whistleblowers - and they were the ones who could file lawsuits. Which means stalkers could also file lawsuits against their favorite **** stars and get personal information. 
**** stars are already tested every two weeks, and many of them choose not to do it - it's their choice first and foremost. **** studios would simply move out of California, which would be a surprising shock to the economy.
EDIT: Highlighting how much of a mess the actual bill was, it was rejected by the California Republican, Democratic, AND Libertarian party. 

 (Not the Peace and Freedom party though, which...lol)
