The problem is YG thinking that IKON/WINNER are already Big Bang status and promoting them as such. Hence the bare minimum promotions yet concert tours with a bare bones discography. Well, there's a reason why Big Bang makes up 80% of the company's income and hopefully when they go to the army, YG panics and actually re-learns how to promote a group.
