Sis it's not that simple...
Gaga's new management company is Live Nation, they are also her Touring company. Of course they'd rather send her to Japan to promote so they can have 1-2 sold out stadium shows again that will bring them millions, than send her to CMA to perform a song from which they won't get that much money.
And it's not like they don't have MR promo planned already, it will blow up when it's time..... If she performs it now again, it will rise up and fall again and it will probably manage to stay 3-4 positions higher than now, but still not that big of a deal.
