Ayu reigned.
Kumi reigned.
Utada reigned.
but Namie has never had an uninterrupted era of complete domination. At least she has "Can you celeblate?" to keep her warm at night while she listens to A BEST and Distance on repeat!

Ayumi has never had the biggest female album of the year while Namie, Utada and Kumi did. Does that mean that Utada eclipsed her too? Namie has been reigning or co-reigning for 8 years now, not to mention her impact in the 90s. Ayumi is declining with each album. I'd say a lot more about her status now, but I'll refrain since there are some sensible fans of hers I don't want to offend.
Utada has dominated this year (and Namie did before her or are you delusional enough to think Ayumi was doing that up to this point?), no doubt about it. It might be a while until her next album so Namie will have it all to herself again. Meanwhile, you are free to listen to A BEST and pretend it's still 2001 all over again
