Gyrados would be much less grand if he evolved from something proportionally just as strong. Magikarp being useless is part of what makes the evolution as great as it is. Not to mention that she inspired the future line of Feebas to Milotic.
Not only is Magikarp a joke, but it's a joke that hasn't been funny in at least 15 years. I only gave it a 1 instead of a 0 because... well, you can probably guess why.
Any Poison 'mon inspired by some sort of toxic substance/trash tends to have a really basic and lazy design. The only exception I can think of is legend Koffing.
