For one thing, the Korean entertainment industry has like no concept of copyright laws.

But for the most part I would think it's because it's in their best interest. Look how popular k-pop has become internationally in the last couple of years - it's because all the content is accessible. Labels know full well that i-fans aren't streaming songs on MelOn, but even if they're not immediately profiting from having group's discographies on YT, it's better promo than they could EVER provide themselves.
A strong internet presence translates into social pervasiveness, ergo faster-growing fanbases (cause it's so easy to indoctrinate others), which then means more content, then more fans, etc. and the whole feedback loop ends up creating a major international purchasing power. So letting the copyright stuff go pays off in a major way. A k-pop group was literally #1 on US iTunes today, and, considering how things are going, that's probably not going to stay a one-off.
