Not the quantity approach. If you throw enough stuff at the wall, something is going to stick on it.
Send 3 songs to the radio and 1 of them is bound to become a hit. If it fails, shocked that there are only 3 other singles left in the six-shooter (album/era). Thus scrap the era, disown the previous 3 singles and rename the next album as this album, 6 new singles ready for launch.
Katy is known for firing big heavy solid shots, just 1 single per 3 months is enough. Rivals can send up to 3 singles trying to intercept it.
