Believe it or not, the US has been resistant to most novelty songs that have taken off in the current century. Also, "Macarena" was a massive hit in most countries, not just the US. Very much like "Gangnam Style" and "Party Rock Anthem"
Novelty songs that didn't take off in the US but were smashes most everywhere else:
"Asereje" - Las Ketchup
"Axel F" - Crazy Frog
"Pretty Fly (For A White Guy)" - The Offspring
"Barbie Girl" - Aqua (yes it went top ten, but not for very long)
"Il Pulcino Pio" - Pulcino Pio
"Ai Se Eu Te Pego" - Michel Telo
Also, bear in mind that "Can We Fix It?" by Bob The Builder and "Teletubbies say 'Eh-oh!'" were UK #1s.
