I love Circus. It's a conglomerate of her past 5 albums.
People WERE NOT INTERESTED in that. They wanted a window into her soul and introspection/retrospection over the CIRCUS her life turned into
Circus era image was great. The music was majority ok but lacked overall.
Let's start with the singles:
Womanizer (I hate to admit was a better single choice than my fave Shattered glass-there, i said it)
Circus should have been the first single.
Out from under should have been the last song on the album track list (standard) and Britney should have sung it with WAY MORE PASSION.
Blur (one of my top 5 vocal songs from her was out of place) it fit perfectly in Blackout after get naked and Freakshow BUT since it wasn't they could have used Blur for a re-release to include 3/Blur or TSC which cannibalized GHMP sales from going 2x platinum
Remove Rock me Gwen, Lace and Pleather
Include Trouble as a main track. My baby as a bonus track
Add 3 songs in the vain of State of grace/Let go/When I found you
BAM album perfection. the album's theme of the circus of her life with more than enough introspection would have made the era more personal

Obviously a re-release would have made Circus double platinum but also GHMPwould be closer to double platinum
Closing Circus 1.0 with If u seek amy made it open to songs like 3 and blur.
Circus talks about the craziness, Womanizer moving past the pain, Unusual you the bruises of this fight and battle.
IUSA shows strength and confidence after going through it all.
THEN push forward with 3 and Blur (since it's out of place on Circus 1.0) but 3 and blur after IUSA makes it in place.
THIS MY FRIENDS is where it started to unravel. PEOPLE CARED about her journey and story during the Circus era.
By FF/2011, people moved on. FF is a great album and is her dance album. We deserved that. An introspective album in 2011 would have been too late.
FF image was horrible. She was bloated and medicated. Album wise the songs were great and we deserve her stamp on the EDM era. Single wise it was a disaster.
The only ERA where only one song made sense to keep as a single.
I don't like TTWEs but i get why it's a signature tune.
Hold it against me's exact video with TTWEs. Perfection and a message that she'll be here till the world ends.

Seal it with a kiss (perfect dubstep breakdown to introduce that sound), then TTWE with remix, then How I roll, then Up n down FFT live performance then close with Inside out (a controversial video)

Glory-great album.
Glad she chose Make me as a lead; however, Just luv me will be released eventually and if it performs better than Make me then it's clear that should have been the lead even if she got minor flack for it sounding like Bieber and Selena's baby.
