It's their choice. We don't know why they chose Rock and not Rock/Dark. Maybe because it's more offensive whereas Ttar has the defenses to back it up against a 4x weakness - particularly in Sand raising its SpDef by 50%. Also Moon doesn't really equal Dark-type either. Moonlight and Moonblast are Fairy moves, and the emissary of the moon is Psychic and Ghost. We all just assumed Dark because it's color scheme.

Then I think you're exaggerating. I really didn't see people actually complaining about the 4x weaknesses except maybe for Rowlett and Sandslash, and I'm pretty sure most have moved on from that at this point. Also, who cares? People will always complain about something. The point is that we already have enough pure Rock types and dual types are always good for diversity, if nothing else.
I mean the midday form is already pure Rock itself, there's really no excuse here tbh.
A Werewolf makes less sense being pure Rock than it does being part Dark, but maybe that's just me!
