I think they wanna give people the time to experience the game and Alola Forms etc. Would they give us acces to tranfering from the get-go, I bet you Wonder Trade (if returning) or a similair feature will be just be filled with Caterpies, Weedles, Pidgey etc. form the VC games etc. Ofcourse people can also decide not to use such feature and play the games they want, with tranfering or not. But with the Alolan Forms, the island exclusive forms for certain mon, the Z-moves, Ultra Beasts and even the time/version differences, there is enough to explore and experience without needing to have acces to their Bank.
