Well I think the reasons are obvious. Gaga got overexposed really hard and people just got tired of her gimmicks. She began taking herself so damn seriously and started the weird wtf things like getting vomited on which made her look unlikeable. She couldn't find new things to shock people with and when she tried, people were like "oh okay". Basically no one cares anymore.
Katy on the other hand has been pretty much consistent and safe with her GP friendly songs, strong release and promotion strategies/plans and very family friendly image without major controversies. And looking at it, she succeeded, even though Rise didn't do much lol. Good for a buzz single tho.
