Just because the critically acclaimed and most successful female singer of the last 10 years Lady Gaga couldn't top a Katy Perry single for even one second when they went against each other in 2013, doesn't mean anyone else wouldn't be able to - And Britney (coming from career killers like Britney Jean & Pretty Girls) did it so even when it was already available for free streaming (Rise wasn't) and while having zero banners at iTunes.

Rise could only reach 36M on radio airplay audience after 1 month of release, while Perfect Ilusion has already 34M with only 7 days of airplay... I can't see a bigger promo than radio yet monsters keep superestimating Rise NBC deal (the song was actually played once at the Opening Cerimony ), they just screw it.

"Make Me" topped iTunes before "Rise" because the former had already been hyped up for months + Britney has a bigger core fanbase than Katy. Katy's single was a surprise release, and most of Katy's own US fans / the US GP wouldn't have known it was out until the morning, which is when it topped iTunes and stayed there for 4 consecutive days.

Make Me was a surprise release either, Britney never announced it officialy. We knew about it like 10h before the release only because some radio said they have it and because Britney's hidden tweet leaked.
