Have we not considered Expansion is just a form of UB-02? Sort of like Deoxys or Shaymin or maybe like Aegislash? I don't see why they would give it the same name with different subtitles but have them be completely separate Pokemon. Has that ever happened before?
They're UBs tho so I feel like the rules don't really apply to them.? But why not just call Expansion UB03 if it's completely separate?
Well, they are not Pokemon, for starters. There's no answer for those questions because we simply don't know much about them.

I believe Sugimori still oversees all the designs and does some himself. He did some for Gen VI didn't he?
I think Sugi did the artworks for all the new Pokemon. Not sure about characters. Ohmura kind of replaced him. He already did most character artworks for gen 5.
