This is only true on mobile. And you can make your own playlists, so it's not like you're forced to listen to Spotify's. I've only ever listened to my own playlists on mobile.
Playlists, by themselves, can only boost a song up to the 20s/30s range. Look at songs like Capsize- it's been stuck there for several months. If the public ends up liking the song a lot, it can then go higher. Many songs have increased sharply after being playlisted, only to drop out of the top 50 very quickly. Consumers can absolutely reject a song, even if it's on many popular playlists. What playlists do is expose the public to new songs that labels want them to hear, much like radio.
