They bought it because they liked 21 and were eager to hear what she made this time around. It's kind of like how Hunger Games fans blindly all bought the third book Mockingjay because the first two were good and they were eager to read it, even though later the general consensus became that it was an awful final book.
Critics inevitably overrated 25 upon arrival because they were floored that a woman could sell that much in 2015 and didn't want to rain on her parade. Outside of all the hype, nobody talks about the elephant in the room: the actual quality of the album. It's a collection of bland, lifeless ballads that would be ignored if anybody else had recorded them. There's nothing interesting in its lyrics and the album doesn't have replay value. Notice how none of its singles were big smashes after her incredibly hyped comeback lead single, and also how its Spotify streams are rather weak after being uploaded so long after its release.
