How music is released/promotion/public perception of the artist can certainly help or hinder an artist.
Go look at the reviews for Unapologetic or ARTPOP. Critics have a hard time separating their emotions about an artist and their music. This can result in someone being over/underrated.
How Beyonce promoted her music since ST and her public persona directly influenced her ratings. You cannot argue that the proof is in the pudding. Look how many ST reviews talk about HOW she released.

There's honestly no discernable pattern throughout her career. You're literally looking at the last two eras and making an incomplete judgement.
The only thing that's changed is that she's started focusing on crafting more concept driven and ambitious albums and as a result she's done better critically. And shouldn't that be the case? Also, look at how many ST reviews talk about how it's NOT just the way she released. lol
