The difference is that when those moderate democrats have an actual vote on the line that could potentially effect their political future when their constituents are pro gun, they would be more hesitant to make that same vote as they did when they knew the legislation had no chance of passing.

A vote for pro-gun control legislation, even if it doesn't pass, will be used against them in an election anyway. Democrats in pro-gun states, such as Heidi Heitkamp and Jon Tester, have voted for both expanded background checks and no fly no buy before. It will be used against them to the same effect in an election as if the law had passed. So I believe that under a Democratic congress, with Schumer using the nuclear option, gun control laws can pass.

Now, an assault weapons ban is a different story.

Obama had both the Senate and House Majority till 2014 and did nothing for gun control, he also campaigned in 2008 for gun control I feel under a Clinton administration it will be same thing. There isn't much else to do in a Gun control reform it's now a pandering issue. 2nd amendment clearly states the word "infringed" therefore we can't regulate it too much outside of background screenings

And assault riffles were ban in the US from 1994 to 2003 under the "Crime Bill" that Bill Clinton signed and it was highly unconstitutional because it was a violation of the 2nd amendment the 2nd amendment is simply to powerful to be ratified. There is very little a gun reform can do outside of background strict checks which are technically in place already

And an assault weapons ban is constitutional. Virginia, thanks to Tim Kaine's leadership , has a ban on semi-automatic weapons and high capacity magazines. The courts split 4-4, and a Hillary presidency will break that tie. So be ready for that ban.
