I. Diana, Barbara, Patti, Aretha & Tina
II. Janet, Mariah, Diana, Celine & Whitney
III. Beyoncé & co.
I say that's fair with this kind of logic.
There is no hierarchy across generations because of context, among other things. There are artists whose contributions are greater than another. And with the women of the 80s (+Mariah), their contributions and output is what is most replicated by today's stars, which was made possible by Diana, Aretha, Tina, etc.
