no, the IP address is connected to the internet provider.

For example, if your phone is on wifi @ home, it'd have the same IP as the one on your computer.
If you're on T-Mobile LTE, you and everyone else on it around you (maybe within a 25 mile radius) all have the same IP

Not IPv4 addresses, the standard ones that we use here (and that most connections use). Those are local one wifi location or cell tower usually.

The only way to get one that isn't matched with your physical location is usually through a proxy, to the best of my knowledge.
