Well, X&Y have more pokemon than ORAS(ORAS is missing 200~ , while X&Y is missing ~100) if that's your thing, but can always get almost any of them with the GTS.
ORAS has more Mega Evolutions, most of the legendaries+starters and a extra post game episode.
If you played Ruby/Sapphire/Emerald, I would recommend X&Y. If not, ORAS. In either case you can't go wrong with any game.
