I think that person is just assuming based on the fact that she isn't touring that much in August-September. So it really would be a great time to release a lead single, so she has a couple of months to promote it before finishing the tour in December

It feels weird to release a lead single while on tour promoting your last album. I don't think she will do that, she probably wants to rest a lil bit at least..

She told me personally that her new album is possibly coming this year. It doesn't make sense because she's touring until December but she did say that.
