It's because Photoshop forces a limit of 256 colors; if you have a ton of colors, it's going to be grainy.
I still prefer Photoshop because of the versatility and the ability to choose what scenes you want. With Instagiffer it has to be a straight shot of however many seconds you want it and all, no shuffling or customization. The best avatars are made by editing the video in Photoshop to select scenes and order them properly, then saving that video and going into Instagiffer to make the actual gif.
All this hassle is why I also sometimes love a simple .png avi, as my current one.

What do you mean by saving the video? Once you load the video frames into layers, it's not a video anymore

Download a video, open it in Photoshop, use the tracker (the little red line) to cut it up and keep the scenes you want.
From there, you can:
a) crop it and change the image size, then use Export > Save for Web (Legacy)
b) save what you have as a video, open that video in Instagiffer.
Way more simple than importing as frames or layers or anything.

Yh but with instagiffer you CAN select scenes you want and then put them together. It's actually very easy. Make the scene you want, save the frames in an empty folder with the click of a button, make the second scene, then easily paste the frames of the first scene either before or after the second scene. It's not hard at all.

okay i'll have to try this version next time i'm making a gif, so the quality remains HQ that way then?

It's not "hard" per se, but imagine if you have a lot of different scenes that you want that are relatively short or that are way out of the original order. It would get very tedious and long.
