No, because DeBarge "Goodbye" and Shakira "She Wolf" were recently purged and both went top 20. Any song can be purged. There really isn't specific rules, however, a song is generally purged if it reached the top 40, but failed to do well and has fallen out of the top 40 and has a high spin loss. But, some songs match that criteria and are never purged. Such as "Jai Ho!" by PCD. Mediabase really decides what's purged and what isn't. Recurrent rules are just like you said.
