They said they release to console once PC sales slow down. They haven't slowed down yet, so that's why.
They want as many people on PC so they buy the DLC. With console, they offer it second because they cant sell DLC to you. It's very smart.
(PS4 and Xbox One could probably handle all the DLC, but The Sims is under contract with Nintendo, which means if they release a game to console, Nintendo must get it too. In exchange, Nintendo help fund the development of the game.
But the Wii U has low storage and probably couldn't run The Sims 4 with all DLC, so EA would have to make a game that suits all 3 consoles).
They may also be waiting for the NX, so they can cross release on all 3 consoles.
