First of all, if you debut a group with more than 6 members you HAVE to promote them in a different way, show them individually somehow, attract attention to at least 2 or 3 members.
At the moment, that group is just a 12 generic girls who nobody cares about. You can't even choose a favorite without investing time in knowing them on your own.

WJSN probably won't happen. But they are trying to do this. Exy got the solo promo and is generally way too interesting for the genericness of WJSN. And there's a couple other members that are getting pushed right know in Korea for variety and such.
But they aren't really 12 generic girls who nobody cares about because that mute Chinese gymnast they have on the squad is racking up the admires at an alarming rate, and contributing significantly to the group acquiring a male fanbase -- which is the most difficult thing for a girl group to achieve in Korea outside of a military base.
Personally, it seems as if STARSHIP/Yuehua is converting Cheng Xiao admirers to WJSN fans a little more successfully than Woollim is converting Kei admirers to Lovelyz fans, but it's early.

People (me included) complain about how long YG is taking to debut his girl group, but look at how much focus he's putting on the MEMBERS.

Considering YG makes so much money and debuting/promoting a girl group loses so much money, it's probably more a situation of "Eh, I'll do it later" procrastination.
