My belief is that Trump wants to make Clinton play in more expensive markets to cut into her cash advantage. The most expensive media markets in the country are NY followed by CA. If he could bring himself to even 2% or 4% of Clinton, it should be enough to worry Democrats and probably get them to plunk down a couple million on traditionally safely liberal states. The more money they spend on ads fighting off Trump, the less money they can spend on ground game.
That's my only possible rationalization for this.
The other explanation could be that Trump is a Clinton plant leading the GOP on a wild goose chase while Clinton slowly walks to the White House.
