It's when you write a line purely to rhyme.
Ex.
I love chickens they're so pretty
But I really hate going to the city
The "city" rhyme is there purely to fit the rhyme scheme and doesn't add anything to the song. It's just really jarring. A rhyme scheme should help your lyrics punch, you should NEVER write a line just to rhyme. Perfect rhymes are usually huge culprits of this because by trying to write perfect rhymes y'all limit the possibilities of words and lyrics you can use, and it more often than not comes off as forced.
